Devin gets hierarchical budgets for enterprise AI spend control

Cognition has added hierarchical budget controls to Devin, its AI coding agent, targeting enterprises that need spending guardrails across departments, projects, and individual engineers.

How the Budget Structure Works

Administrators start with a top-level budget and distribute it down through business units, teams, and projects. The nesting goes up to three levels deep. Central IT keeps full visibility and can set limits without manually approving every single request.

Budgets can also be scoped to specific projects, such as a legacy modernisation effort spanning multiple departments. Separate controls exist for Devin running in the cloud versus running on engineers’ desktops, so both environments are tracked and capped independently.

One important detail for developers: if a budget runs out mid-task, Devin stops. The session ends, not just slows down.

Alerts and Efficiency-Based Approvals

Engineers see alerts on their homepage when they are on track to hit a limit. They can request more Agent Compute Units (ACUs) directly within the product. Budget owners decide whether to review those requests manually or let them clear automatically.

Admins can also enable efficiency-based approvals, which automatically increase an engineer’s ACU limit if their Efficiency Score is strong, up to a ceiling the admin sets. Cognition introduced the Efficiency Score in October to measure productive engineering hours relative to Devin consumption.

What’s Still Coming

According to Lukas Burger at Cognition, the team is working on an option that lets teams switch to lower-cost models after a soft budget limit, so important work can finish rather than hard-stop. That feature is still in development.

For engineering teams already using Devin at scale, this fills a real gap. Budget conversations with finance usually happen before deployment, not during. Having controls that mirror existing org structures makes that conversation easier.
