RuleEvolve: AI coding agents that rewrite their own rules

The coding rules baked into AI coding agents are doing more work than most developers realize. Get them wrong and the agent hallucinates, writes bloated code, or burns through tokens on dead-end reasoning. The problem: most of those rules are still written by hand and then left alone.

A research team led by Zhengyuan Jiang proposes a different approach. Their framework, RuleEvolve, treats coding rules as something to optimize rather than something to author once and forget.

How RuleEvolve Works

The system maintains a pool of candidate coding rules and runs them through an iterative improvement loop. Each iteration has two components:

  • A mutator module powered by an LLM that generates variants from existing rule candidates
  • A judge module that evaluates those variants and updates the pool with the best-performing ones

The loop keeps running until the rules converge on higher-performing versions. No human edits required between rounds.

What the Benchmarks Show

The researchers tested RuleEvolve across two coding-agent frameworks, four backbone LLMs, and three benchmarks. On all three dimensions measured, RuleEvolve beat both manually engineered rules and existing prompt optimization baselines:

  • Functional correctness of generated code
  • Code length (shorter, tighter output)
  • Generation cost measured in tokens used

The gains hold across different agent frameworks and different underlying models, which suggests the approach is not tuned to one specific setup.

If you’re running AI coding agents in production or building tooling on top of them, the quality of your system prompt and rule set is the highest-leverage variable you control. RuleEvolve formalizes the optimization process that most teams currently do informally, if at all. The paper is worth reading before you next sit down to hand-edit your agent’s instruction file.
