Unmetered AI agent compute is becoming a finance problem. Cognition is responding by adding hierarchical budget controls to Devin, its AI coding agent, so enterprises can set spending limits across departments, projects, and individual engineers.

What Cognition Is Shipping

The feature targets teams that need visibility into where AI compute spend is going before the bill arrives. Cognition’s stated goal is to let organizations cascade budget rules down the org chart rather than manage one flat limit at the account level.

“With consumption pricing, customers who can’t see value stop using the product, so we’ve put a lot of work into cost control and measurement.” — Burger, Cognition

The FinOps Context

The timing tracks with a broader shift in how teams treat AI spend. The FinOps Foundation’s 2026 State of FinOps report found that 98% of its 1,192 survey respondents now actively manage AI spending. Two years ago that number was 31%.

Budget controls at the agent level are a logical next step once finance teams start asking where all those API tokens went.
